Værdidebat. Dansk Folkeparti har besat formandsposten i folketingets Kulturudvalg, og lægger op til øget politisk styring af kulturens indhold.

Pia Kjærsgaard har placeret sig selv i folketingets Kulturudvalg, fordi hun mener, at Brian Mikkelsen har mistet pusten i værdidebatten – og dér kan hun jo have en indlysende pointe. Ministeren forsvarer sig med, at hans politik stadig handler om værdier, demokrati, ytringsfrihed og pluralisme, og med sådan en vagtparade af honnørord, kommer han blot til at bekræfte Pia Kjærsgaards kritik og sin egen tiltagende inaktivitet.

Men pyt nu med det. Ministeren har jo hovedet fuld af parkeringshuse, og han behøver slet ikke at tage initiativer i værdidebatten, for den raser alligevel lystigt, og med en ny og aktiv integrations- og kirkeminister, er kulturministeren dumpet nedad i regeringens hierarki over holdningsministerier. Da Birthe Rønn Hornbech først erklærede tørklædepigerne sin fulde opbakning og derefter støttede kirkens højrefløjspræster, der ikke ville give hånd til kvindelige kolleger, fik vi alle en opvisning i hvordan man med en administrativ ritualændring kan gange sit frisind med to, dividere det med tre – og fremstå som det retsindiges garant. Hvorfor har den sag ikke rejst en folkestorm? Hvorfor er den fuldkommen ignoreret af både folkepartister og feminister? Og hvordan kan man påberåbe sig det liberale frisind samtidig med at man rangerer højreorienterede præstemænds intolerance over deres kvindelige kollegers ligestilling?

Nej, dansk værdidebat er en sær størrelse, og det bliver ikke bedre i det kommende år, tværtimod. Dansk Folkeparti har nemlig en mission i Kulturudvalget, hvor partiets Karin Nødgaard har sat sig i formandsstolen. Hun har varslet mere støtte til det hun kalder ”dansk kultur” og færre midler til ”det eksperimenterende”. I DR P2 sagde hun før jul, at hun ønsker mere styr på, at statens penge til kunst og kultur, som tager udgangspunkt i og vedkender sig dansk historie og værdier. Politikerne skal sørge for, sagde hun, at kunsten udfolder sig indenfor ”rimelige rammer”, og at støttekronerne bliver brugt ”på den rigtige måde”.

Rimelige rammer! Den rigtige måde! Ja, undskyld mig, men sådan taler kun politikere, der har en slet skjult fascination af stalinistisk kulturpolitik (version light, ganske vist, men alligevel). Karin Nødgaard vil af med den kunststøtte, der ikke kommer noget ud af, hvilket fik hendes modpart i radiodebatten, Socialdemokraternes Mogens Jensen, til at minde om, at kunst og kultur ikke nødvendigvis skal ”føre til noget”, i hvert fald ikke til noget politisk bestemt, og at kunsten skal udfolde sig som den frie forskning, som heller ikke altid har et bestemt formål. Det fik mig til at tænke på den danske forsker, der engang fandt ud af, hvordan man kunne bremse lysets hastighed. ”Hvad kan man bruge din opdagelse til,” spurgte en journalist. ”Bruge til?! Det ved jeg da virkelig ikke,” svarede hun temmelig konsterneret.

Desværre er sagen, at Dansk Folkepartis formand for Kulturudvalget netop ønsker en kunst og kultur, der kan bruges. Intervieweren i radioen spurgte meget fornuftigt, om hun så også ville diktere hvad der skal spilles på Det Kongelige Teater, og hertil lød det forstemmende svar: ”Nej, ikke som udgangspunkt i hvert fald.” Vi fik altså ikke en kategorisk forsikring om, at politikerne nu og i al fremtid vil holde nallerne fra kunstnernes og kunstinstitutionernes frie valg af repertoire. Til gengæld fik vi en ildevarslende og lunken fornemmelse af, at kulturformanden i princippet sagtens kan forestille sig politisk indflydelse på de kunstneriske beslutninger.

Sådan har ingen ordentlig kulturpolitiker vist turdet udtale sig i de seneste 100 år, men i Karin Nødgaards eget parti er der naturligvis opbakning til dette syn på forholdet mellem stat, statsstøtte og kultur. Var det ikke Søren Espersen, der mente at Danmarks Radio skulle rette ind efter princippet om at ”den der betaler orkesteret også bestemmer musikken”? Og var det ikke Morten Messerschmidt, der så sent som i december mente, at det ikke hører nogen steder hjemme, når Kasper Bech Holten sætter en (muligvis) USA-kritisk version af Don Juan op på Det (statsfinansierede) Kongelige Teater? Jo, Dansk Folkeparti mener, at kulturen skal træde i statens tjeneste, og det er – om ikke andet – et kultursyn, som har skabt megen rædsom kunst i mange rædsomme samfund.

I sit storværk om dansk kulturpolitisk historie, Magten og Kulturen I-III, definerer professor Jens Engberg politik som ”det at få så mange mennesker som muligt til at agere på en måde, som de ikke ville have gjort, hvis de ikke havde været under politikkens påvirkning”. Kulturpolitik er derfor et forsøg på at påvirke mennesker til at tænke på en given kollektiv måde for at opnå magt, så samfundet kan føres i en bestemt retning og goder kan fordeles på en bestemt måde. Kulturpolitik udtrykker derfor altid de værdier, som magthaverne ønsker, og derfor kan den virke disciplinerende og undertrykkende på folket. Dette gælder naturligvis regeringer af enhver observans, men det ser ud til, at Karin Nødgaard og Dansk Folkeparti er parat til at gå både et og to skridt videre ad den vej, der gennem kulturpolitisk skal mobilisere dansk bevidsthed og danske værdier. Det begyndte med Brian Mikkelsens kanonprojekt, og gad vide hvor det ender.

Vi lever i et kulturpolitisk risikosamfund, hvor ånden fra Louise Frevert, som ville have Lars von Triers filmstøtte fjernet, fordi han var for kritisk overfor USA, tilsyneladende lever i bedste velgående. At Dansk Folkeparti vil føre kulturkamp i Kulturudvalget er i sin skønneste orden, men at den nytiltrådte formand udsender signaler, der slækker på armslængdeprincippet og decideret efterlyser en kulturproduktion, der ”kan bruges til noget”, er værdidebat uden historisk fornemmelse og respekt for at den kunstneriske uafhængighed er lige så vigtig for demokratiet som presse- og ytringsfriheden.
