Kommentar. Københavns Kommunes Hovedbibliotek vil gerne være et intelligent forsamlingshus. Men det er kun utidssvarende og til grin.
Det begyndte som en kontorforsyningsvirksomhed med trykkeri. Derefter blev det et lavprismøbelhus. Og siden 1993 har bygningen midt i Krystalgade huset Københavns Hovedbibliotek. I kontorforsyningens og møblernes tid, levede huset givetvis op til sit formål. Men som hovedstadens hovedbibliotek er det elendigt.
Min kritik er ikke rettet mod de mennesker, der efter bedste evne (og den er bestemt ikke ringe) forsøger at fylde indhold i huset. Jeg sigter på de politikerne, der har forsømt at finde en løsning på byens problem. København har i årtier haft behov for et ny og tidssvarende biblioteksbyggeri med bøger, borgerservice, børnekultur og faciliteter til studerende, foreningsmøder, litterære arrangementer m.m.
Gennem årene har man diskuteret, lagt planer og udpeget mulige byggegrunde, men hver gang er det hele gået i sin mor igen. Det blev ikke til noget på Israels Plads og det blev heller ikke til noget på Vandværksgrunden. Ingen af stederne var ideelle, og hverken de politiske aftaler eller finansieringen faldt i hak. Klart nok, et hundedyrt byggeri er naturligvis det muliges kunst i en by med mange behov og pressede budgetter. Men et ambitiøst bibliotek er ikke en udgift, det er en investering.
Som årene går, bliver Krystalgade blot mere og mere utidssvarende, og København bliver mere og mere til grin. Det her er simpelthen ikke en moderne hovedstad værdigt. De fysiske rammer er elendige. Alt er nedslidt og ramponeret. Om vinteren er her iskoldt. Om sommeren er her glohedt. Toiletterne er få og usle. Ofte stinker det fra faldstammerne. Der er ikke ét eneste velfungerende sted til arrangementer. Det så godt som eneste sceneområde er mørkt, lavloftet hengemt og med begrænset publikumsudsyn på grund af bærepiller midt i lokalet. Cafeen er ganske udmærket, men alt for lille. Huset er med andre ord gennemført ugæstfrit. Som bruger er man grædefærdig over at ens by, oven i købet landets hovedstad,
har så enormt et efterslæb på så vitalt et område som hovedbiblioteksdrift.
I en artikel om Hovedbiblioteks omfattende kassation af udtjente eksemplarer for nogle år siden, sagde materialechef Inger Gyldenkærne, at biblioteket gerne vil være et ”intelligent forsamlingshus”. Det er naturligvis en fremragende ambition, som godt kan indfries indenfor bygningsrammerne i Krystalgade i en mindre skala. Men når huset – som er blevet nødtørftigt renoveret – helt grundlæggende fungerer så dårligt, som det gør, er det simpelthen nødvendigt at begynde forfra et sted, hvor behov, ambitioner og rammer arbejder sammen.
Jeg har for nylig tilbragt nogle gode dage til en ny og lovende litteraturfestival (med et ganske anstrengt navn!), LiteratureXchange, på Dokk1, Århus Kommunes nybyggede hovedbibliotek og borgerservicecenter, det største offentlige bibliotek i Skandinavien. Det er et perfekt sted, og som københavner bliver man guld og grøn af misundelse. Den arkitektoniske kvalitet er tårnhøj. Her er plads, lys og luft og lokaler til alle formål, bl.a. en multisal med plads til 300 mennesker. Her er fantastiske faciliteter af enhver slags, om så det er et kæmpemæssigt fuldautomatisk parkeringsanlæg og letbanestation. Dokk1 er et generøst, topmoderne, inviterende og levende litteraturhus, sprængfyldt med mennesker og begivenheder. Det har tilføjet byen kulturel kapital af dimensioner – og, skal det retfærdigvis siges, også en fin sjat skandaler af blandet art, herunder ulovlig kommunal udlejningsvirksomhed af det efter nogens mening overdimensionerede byggeri samt en omfattende og kostbar udskiftning af 6.400 kvm vindspærreplader, fordi entreprenøren havde brugt materialer, der suges fugt og skabte rust og råd. Endelig var der den spegede affære i 2016, da Dokk1 blev kåret til verdens bedste nybyggede bibliotek på en international bibliotekskonkurrence. Speget, fordi seks af otte jurymedlemmer var danske, formanden var vicedirektør i Slots- og Kulturstyrelsen, som de danske biblioteker hører under, og prisen var sponseret af en virksomhed, der leverer it-løsninger til de danske biblioteker. Så pletfri er Dokk1 ikke. Men set ud fra et brugersynspunkt, er huset uhyre attraktivt.
Imens vansmægter man i hovedstaden. København mangler desperat sådan et nyt toneangivende biblioteksbyggeri. Naturligvis må det begynde med et politisk initiativ. Hvis der opstår enighed, skal der udpeges en grund. Så skal finansieringen på plads. Og så skal der udskrives en arkitektkonkurrence. Der er med andre ord lang, lang, lang vej, og det skal nok mislykkes mange gange endnu. Men vi er nødt til at drømme om et nyt biblioteksbyggeri i København. Ved havnen kan det ikke blive, for den er for længst plastret til. Men hvor så? Måske skal idékonkurrencen begynde med det bygeografiske spørgsmål. Kreative folk med forstand på hovedstadens byrum og muligheder må sættes på sagen. Jeg foreslår den grund, hvor Københavns Postcenter nu ligger mellem havnen og hovedbanegården. Området står overfor omfattende udvikling med højhuse og det hele. Det kan ske i et partnerskab med Kulturministeriet, Københavns Kommune og pengestærke velgørende fonde med stort samfundsansvar, måske med Realdania i spidsen.
Mens vi venter, må vi konstatere, at København er i både underskud og miskredit med det eksisterende hovedbibliotek. Det bedste man kan sige om bygningen i Krystalgade som boghus betragtet, er, at det ligger skråt over for det hus, hvor Georg Brandes i 1871 skrev sin forelæsningsrække om hovedstrømninger i det 19. århundredes litteratur. Men som hovedbibliotek i det 21. århundrede, er det blot et sminket lig, der på ingen måde lever op til det, man retfærdigvis må kræve af et primærbibliotek i en hovedstad som vores.
